Muslim Brotherhood’s 1991 Memo: The Plan

 The FBI dug this up in 2004 and used it in a big 2008 court case about terror funding. Here we are in 2025 and a  lot of us are saying we’re seeing that old memo play out right before our eyes – mosques turning into full hubs, growing influence in politics and communities.

  • Total elected Muslim officials: Around 250–300+ nationwide (mostly local: city councils, school boards, judges, etc.). This is based on CAIR/JETPAC directories (235 in 2023) plus a record 42 new wins in the 2025 off-year elections.
  • Federal level: 4 Muslims in the U.S. House of Representatives (no Senators ever).
  • State level: Dozens of state legislators across multiple states.
  • Local highlights: Multiple mayors (including historic wins like New York City’s first Muslim mayor in 2025), judges, and council members.

Imagine in the future these judges enforcing Sharia Law.  Not impossible!

Here’s the quick summary:

Back in 1991, a top Muslim Brotherhood leader here in the US wrote a memo laying out their long-term game plan: get Islam deeply rooted in America.

They call it Civilization-Jihad. Nothing violent—just quietly changing things from the inside.

The memo spells it out: “Our work in America is a grand Jihad to destroy Western civilization from within, using our own hands… so Islam beats all other religions.”

How do they do it?

  • Start lots of Muslim organizations
  • Bring everyone together
  • Team up with others
  • Slowly get a foothold in media, schools, and politics

Mosques and Islamic Centers These are the real headquarters. Not just places to pray. They’re supposed to be total community spots, like the Prophet’s mosque back in Medina.

A strong one stays busy like a beehive:

  • Prayers and religious classes
  • Kids’ schools and activities
  • Sports and family stuff
  • Political discussions
  • Outreach to spread Islam

These centers are the seeds for little Islamic communities. If they control a bunch across the country, the plan’s rolling along nicely.

Fast forward to now – look at places like Plano, Texas: The East Plano Islamic Center (EPIC) is pushing for a huge 400+ acre Muslim-focused community with homes, a mosque, schools, shops, and more. Critics say it fits the memo’s idea of building “small Islamic societies” and settling in. Texas Gov. Greg Abbott just designated the Muslim Brotherhood and CAIR as terrorist groups, banning them from buying land here, partly over worries tied to projects like this.

In Minnesota, you’ve got strong Muslim political influence, like Rep. Ilhan Omar, who’s been linked by critics to CAIR and Brotherhood-aligned views. Large Somali-Muslim communities and active Islamic centers there too.
